Rights of Ministers as respects Parliament
PARLIAMENT

(1)
Every Minister shall have the right to speak in, and otherwise to take part in the proceedings of, Parliament, but shall not be entitled to vote 49[or to speak on any matter not related to his Ministry] unless he is a member of Parliament also.

In this article, “Minister” includes a Prime Minister, 50[* * *], Minister of State and Deputy Minister.]
